RE:      Introduction and authorization of Clayton Leander as VCAT liaison


Please accept this letter as notification that as of the week of February 13th 2012, Mr. Clayton John Leander was unanimously confirmed by the VCAT Board of Directors to consult and serve as a representative for Vallejo Community Access Television.


This letter also serves as authorization for Mr. Leander to communicate with city officials on all public, confidential, and contractual/compliance-related matters for VCAT.


In 2005 Mr. Leander served as the first Executive Director of VCAT and worked in close coordination with the City, VCUSD, Solano College and Comcast Cable to oversee the construction of the VCAT studio and the launch of Vallejo’s Channel 27.   His professional experience includes startup and management of community stations throughout Northern and Central California including AMP TV in Monterey County, KSAR/KEDU based at West Valley College in the South Bay, and CMAP TV at Gavilan College serving the cities of Gilroy, Hollister and San Juan Batista, and other stations.


Mr. Leander also served on the Contra Costa Telecommunications Task Force during their countywide cable franchise negotiations; served on the Public Policy committee of the Alliance for Community Media; and worked closely with Walnut Creek City Attorney and renowned NATOA telecom legal expert Paul Valle-Riestra, before his passing last year.    Additionally, Mr. Leander also brings a wealth of experience with Government Access Television, public radio, and nonprofit management; and is familiar with provisions, limitations and PEG Access support opportunities under DIVCA.


Please include Mr. Leander forthwith in all communications and matters regarding VCAT, as he also establishes direct contact with the CMO on behalf of VCAT.
